I believe this occurs when a blue player carries the ball across the Goal POST (decision of Goal vs Goal kick doesn't properly happen).
I have to admit I wasn't paying extreme attention - so I could be wrong about why it happens. But, so long as you tackle the blue player and pass the ball back into the field - game play continues. True, it does waste time (making it difficult to score 20+ goals).

(原文) I can confirm that the blue player dribbling the ball through the Goal Post (lower) allows them to play "out of bounds". They will actually pass the ball back in on their own (or you can slide tackle)
