If you get 2 rows of 4 pegs connected, you get a rows bonus. If you get a row of 5 pegs, you get an extra pegs bonus.

I can only think of one way to score the extra rows bonus (the last X dropped creates a T-pattern):
XX-X-X
OO-X-O
OO-X-O
OO-X-O
As for extra pegs, you could possibly have SEVEN Xs:
XXX-X-XXX

XX-X-X
OO-X-O
OO-X-O
OO-X-O
As for extra pegs, you could possibly have SEVEN Xs:
XXX-X-XXX

Upon further review, one could also gain rows/pegs diagonally.
Therefore, the best possible board would be thus:
0 X 0 0 - - 0 0 X 0
0 0 X 0 - - 0 X 0 0
0 0 0 X - - X 0 0 0
0 X X X -X- X X X 0
0 0 0 X X X 0 0 0
0 0 X 0 X 0 X 0 0
0 X 0 0 X 0 0 X 0

Therefore, the best possible board would be thus:
0 X 0 0 - - 0 0 X 0
0 0 X 0 - - 0 X 0 0
0 0 0 X - - X 0 0 0
0 X X X -X- X X X 0
0 0 0 X X X 0 0 0
0 0 X 0 X 0 X 0 0
0 X 0 0 X 0 0 X 0
